At 2:34 pm and at 4.27 pm on June 14, 2006, the LCPS negotiating team of Danny Martinez and Scott Stuart, declare impasse in regards to negotiations for salary increases for the educational assistants and custodial bargaining units. They ended all discussions. Throughout negotiations, LCPS has claimed financial hardship as the reason why they have not been willing to offer anything else except the state mandated minimum raise of an AVERAGE 5% raise for custodians and an AVERAGE 9.5% raise for educational assistants (however, this is up in the air since LCPS never actually placed a written proposal on the table in regard to raises). CSEC-LC believes that both CSEC-LC and LCPS should have been able to resolve these economic issues at the table without LCPS having to declare impasse. Unfortunately, LCPS appears to have been unprepared to discuss educational priorities and rather chose to ignore CSEC-LC's proposals.
The next step is for CSEC-LC to draft a letter to the New Mexico Public Employee Relations Board to request a mediator from the Federal Mediations and Concillation Service (FMCS).
